Department of State - Agency Wide Data Scientist - Direct HIre Authority in Washington, District Of Columbia

Summary The position is located on the Global Engagement Center (GEC) Analytics and Research Team, the Office of the Under Secretary for Public Diplomacy and Public Affairs (R/GEC). This serves as public notice for the use of OPM's Direct Hire Authority. Applicants who meet the qualification requirements will be forwarded to the selecting official for consideration. Responsibilities Plays a lead role in conceiving, establishing, staffing, managing, and representing the GECs efforts to identify, quantitatively and qualitatively assess, and catalogue foreign extremist groups' propaganda, recruitment and radicalization dynamics. Oversees the work of data scientists and analysts to develop and leverage analytic systems, including government and commercial off-the-shelf systems and team-developed open-source software and custom-developed tools. Develops and implements new methodological approaches and techniques for identifying and assessing a variety of foreign state and non-state propaganda and disinformation topics and presents analytic findings. Liaises with interlocutors in the interagency and the Intelligence Community (IC) to make accurate and informed recommendations as to analytic requirements that will answer the foreign policy or business question. Identifies and investigates potential problem areas to develop solutions and/or new management and program objectives. Requirements Conditions of Employment Qualifications Applicants must meet all the qualification requirements described below by the closing date of this announcement. Applicants MUST meet the required basic entry qualification requirements described below: BASIC REQUIREMENTS: Have an undergraduate or graduate degree from an accredited college or university in mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position; OR Have a combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown above, plus additional education or appropriate experience. IN ADDITION to the basic requirements, this position requires one year of specialized experience equivalent to at least the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience identifying, assessing (quantitatively and qualitatively), and cataloguing foreign extremist groups' propaganda, recruitment and radicalization dynamics. Experience developing and leveraging analytic systems, including commercial off-the-shelf systems and team-developed open-source software and custom-developed tools. Experience developing and implementing methodological approaches and techniques for identifying and assessing a variety of foreign state and non-state propaganda and disinformation topics.
