Summary The Tax Division is seeking highly skilled candidates with significant administrative and management ability and experience to serve as the Executive Officer of the Tax Division. The Executive Officer oversees the Office of Management and Administration (OMA), including a staff of more than 100. The Executive Officer helps shape Division-wide policy for budget and financial management, program evaluation, auditing, human capital management, procurement, information technology management, information management, litigation support, records management, facilities management, and security, in addition to providing direct administrative support services to the Division's other components. Key duties include: In partnership with senior Division leadership, develop and execute a strategic vision for the Division's management, operational, and administrative functions. Establish clear metrics and benchmarks for measuring the successful implementation of short-term and long-term goals associated with this strategic vision. Ensure the prompt delivery of high-quality, cost-effective operational and administrative services to the Division's Sections and senior leadership. Supervise the development and execution of Division policies to improve management processes, increase efficiency, strengthen performance, and reduce unnecessary expenses. Lead a team of leaders and managers within OMA to meet the Division's day-to-day operational needs. Develop and implement internal controls to prevent waste, fraud, and abuse. Manage enterprise risks and vulnerabilities, considering mitigation costs and options, and risk tolerance. Ensure that audits, oversight reports, and management advisory memoranda are reviewed and appropriately resolved. Ensure compliance with applicable regulations and policies in all functional areas of responsibility including human resources/human capital, budget and financial management, acquisitions, information technology management, records and data management, facilities management, and security. Advise the Assistant Attorney General and Deputy Assistant Attorneys General on processes and policy related to the Division's administration and management. Ensure the proper allocation of Division resources to carry out the key priorities of senior leaders while upholding the Tax Division's core mission. Collaborate with the Department's Justice Management Division, as well as the Office of Management and Budget, the Office of Personnel Management, and other governmental agencies to advocate for the Tax Division and shape management and administrative policies. In coordination with the Office of Legislation and Policy, work closely with Congress on oversight matters and to advance the Division's interests, including the budget and appropriations process. Represent the Division, including the Assistant Attorney General and Deputy Assistant Attorneys General, at internal and interagency meetings and conferences pertaining to administrative matters with full authority to commit Division resources. Communicate with high-ranking officials of other Federal agencies and organizations on behalf of the Division. Your application must address each of the Mandatory Technical Qualifications (MTQs) as separate narrative statements not to exceed 2 pages per MTQ. Applications without separate narrative statements will not be considered. MTQ 1. Experience managing administrative functions (e.g., budget and financial management, program evaluation, auditing, human capital management, procurement, information technology management, information management, litigation support, records management, facilities management, and security). Managing includes delivering high-quality services, ensuring the appropriate statutes, regulations, and rules are followed when providing the service, and strategic planning. MTQ 2. Experience hiring, managing, and leading a diverse professional, technical, and administrative staff across multiple functional areas. MTQ 3. Experience providing advice and counsel to senior leadership on complex management issues, which may include organizational issues, technical issues, management priorities, and sensitive personnel matters. MTQ 4. Experience serving as an advocate for programs and resource needs with various senior level groups, both internal and external. Additionally, your demonstrated leadership ability and evidence of each of the Executive Core Qualifications (ECQs) must be addressed as separate narrative statements. The document addressing the ECQs should be no longer than ten (10) pages. Applications without separate narrative statements for the ECQs and MTQs will not be considered. Note: Current career SES members, former career SES members with reinstatement eligibility, and SES Candidate Development Program graduates who have been certified by OPM do NOT need to address the ECQs. This core qualification involves the ability to manage human, financial, and information resources strategically. ECQ 5: BUILDING COALITIONS. This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
