Consultant/Project Manager will provide Project Management services to our internal team as well as expert analysis and risk and recommendation strategies to our public sector clients. The Consultant will work with the project team to provide overall leadership and task coordination as well as direct responsibility for the deliverables and work products produced by the team. These deliverables and work products will be completed in accordance with our overall strategy, approach, and methodology.
Duties
Provides project management and technical expertise on large-scale IT projects
Perform IV&V tasks & develop IV&V reports
Manage and track the IV&V findings (risk and issue) log
Oversees development of all deliverables, status reports and other work products
Plan and oversee all project work and develop/manage any potential organizational change management strategies or processes that might be needed
Provide technical oversight of applicable vendor and/or client processes, methodologies, and tools to minimize risk and validate the applicable requirements, standards and best practices are being followed on the project.
Perform technical reviews and assessments of vendor and/or client tasks, deliverables, and work products, including providing recommendations for risk mitigation and acceptance.
Support the goals and outcomes of the project stakeholders
Develop, manage, and update Project Plan and other project documents (e.g., Communication Plan, Risk Plan, Stakeholder Register, Resource Plan)
Support the client and stakeholders in the planning and strategy discussions on the best approach for addressing risks and issues as they occur, in an effort to ensure that the project remains on schedule and within budget.
Understand various software development life cycle methodologies and how they are used
Play a support lead analyst role in the development of multiple projrect deliverables.
Participate in business development activities and assist with proposal development
Provide management oversight of project budget
Manage communications with client, vendors, and project stakeholders
Must be located in DC (or WV/MD/VA/DE/PA/NJ
State agency experience desired
5+ years of overall IT industry experience
2+ years of prior project management experience using both Agile and Waterfall techniques in IT related projects to include operations, infrastructure, and application development projects
Active Project Management Professional (PMP) Certification desired
Desired: Organizational Change Management experience
Ability to understand both the service delivery system for programs which are administered by states and monitored by federal regulators.
Ability to understand and be an expert in complex federal regulations and requirements.
Strong Microsoft Office applications skills
Ability to use sound judgment in completing tasks and to seek guidance when needed.
Attention to detail and ability to work with large data sets with accurate results.
Ability to move projects forward within a specific timeline and budget while working at a detailed level.

Education:
Bachelor’s degree or 5 years’ experience required, and Master’s degree preferred
Experience: 5+ years of relevant work experience

Some travel to the office or elsewhere may be required for team meetings, client meetings, etc. We are accepting applications on an ongoing basis until filled. As required by applicable law, PCG provides the following reasonable range of compensation for this role: $100,000-135,000.
