Department of State - Agency Wide Passport Specialist in Washington, District Of Columbia

Summary This position serves as the Liaison Program Specialist for the Bureau of Consular Affairs, Passport Services, Special Issuance Agency (CA/PPT/SIA). Passport Services is a division of the Bureau of Consular Affairs (CA) charged with issuing passports to U.S. citizens. SIA issues diplomatic, official, service, and no-fee regular passports and assists in obtaining official foreign visas. Responsibilities Researches and/or analyzes problems, issues, or program requirements from DoS Bureau offices and the interagency for special issuance passport entitlement determinations in support of sensitive activities performed abroad. Adjudicates difficult, highly visible, or politically sensitive special issuance passport requests to support operational or other sensitive activity(ies) abroad. Acts as a liaison and communicates with persons and/or groups within and outside the agency on program requirements. Requirements Conditions of Employment Qualifications Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Experience in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations; Experience interpreting the laws, policies, regulations, and precedents governing the acquisition and loss of U.S. citizenship, and the issuance, denial and limitation of passports; Experience liaising with persons and/or groups within and outside the agency on program requirements. Qualifying specialized experience may have been gained in work such as developing, examining, investigating, adjudicating, or authorizing claims arising under the immigration and/or nationality laws of the United States.
