Mathematica Senior Contract Specialist (Remote Eligible) in Washington, District Of Columbia

Position Description: We are seeking a highly motivated, skilled, and experienced professional with a knowledge and understanding of the Federal Acquisition Regulations (FAR) to join our team as a Senior Contract Specialist. The Senior Specialist will, under limited supervision, provide a full range of contract and subcontract drafting, review, negotiation and administration services primarily with respect to government customer contracting (civilian agencies such as HHS, (CDC, CMS, NIH, HRSA, SAMHSA, FDA, etc.), DoED, USDA, DOLUSDA, DoED, DOL, CMS, and state and local government) as well as foundation clients. 

The Senior Contract Specialist will:

  • Provide strong contract leadership and support to a discrete portfolio of projects within given research areas to develop a solid understanding of the client, project team and the mission.
  • review,  and negotiate the terms and conditions of client contracts of varying types (FFP, T&M, LH, CPFF, IDIQ, Task Orders, etc.) and related modifications.
  • Review and interpret Federal Acquisition Regulations (FARs) and other laws, regulations, rules, guidelines, and terms referenced in contracts to determine if company can comply, engaging with legal team, IT security and other subject matter experts when necessary.
  • Prepare, review and/or negotiate contracts/subcontracts of varying types (FFP, T&M, LH, CPFF, IDIQ, Task Orders, etc.) and other contract-related documents.
  • Draft and review subcontracts, modifications, and other contract-related documents.
  • Perform ongoing/active contract and subcontract administration activities and respond to contract inquiries throughout the term, including contract closeout.
  • Review RFP’s/RFQ’s for contractual issues and provide input in support of proposal efforts.
  • Review and negotiate teaming agreements and non-disclosure agreements.
  • Provide guidance to project staff and actively participate in project leadership meetings to guide project teams related to monitoring contract and subcontract cost and technical terms, schedules, and the accomplishment of contractual obligations.
  • Review Small Business Subcontracting Plans to meet the Small Business Administration’s requirements.
  • Collaborate with pricing, purchasing, accounting, finance staff and other administrative groups within Mathematica for resolution of contract issues and disputes and to compliance with contract requirements.
  • Support/mentor early career contracting staff and others as it relates to contract related matters
  • Prepare notification revisions for dissemination to interested staff throughout the company.
  • Actively update/maintain contracts database (Agiloft) for assigned portfolio to incorporate changes based upon contract and subcontract actions (i.e., awards, modifications, etc.)
  • Update contracts/subcontracts templates as necessary.
  • Prepare and submit administrative and other reports to federal and other agencies (e.g., Service Contract Act, subcontract (ISR/SSR)) and as required for state and local government contracts.
  • Monitor policy and legal developments in Federal government contracts.
  • Actively support the advancement of organizational diversity, equity, and inclusion efforts, and apply diversity, equity, and inclusion lens across job responsibilities.

Position Requirements:

  • A BA/BS degree in business administration, liberal arts, sciences, or similar discipline.
  • 7+ years of direct negotiating and contracting experience with federal civilian agencies (i.e., HHS (CDC, CMS, NIH, HRSA, SAMHSA, FDA, etc.), DoED, USDA, DOL, state/local and other non-government customers (foundations, universities, etc.)
  • A combination of equivalent education and work experience may be substituted for the above requirements.

Functional Knowledge:

  • Proficiency with Microsoft Word, Excel, Outlook, PowerPoint
  • Experience with FFP, T&M, Cost Reimbursement, and hybrid type contracts
  • In-depth Knowledge of Federal Acquisition Regulation (FAR) and Agency specific regulations (HHSAR, EDAR, AIDAR, DOLAR, etc.)
  • Experience reviewing RFPs, RFQs, Teaming Agreements, Non-Disclosure Agreements, Contract Terms and Conditions, and Data Use Agreements.
  • Strong negotiation (prime and subcontracting) skills and contract drafting skills
  • Experience with US Government reporting systems such as SAM, ESRS, Service Contract Act reporting, etc.
  • Familiarity with using a contracts data management system.
  • Understanding and experience with various contract mechanisms, i.e., GSA Schedule contracts, Indefinite Delivery/Indefinite Quantity (IDIQ) contracts, Blanket Purchase Agreements, Task Order contracts, Government-wide Acquisition System (GWAC) mechanisms, purchase orders and Letters of Intent/Authorization
  • Strong communication skills.
  • Ability to perform complex tasks and to prioritize multiple projects.
  • Excellent organizational skills and attention to detail.
  • Excellent judgment, integrity and the highest ethical standards

This position offers and anticipated annual base salary range of $88,000 - $120,000. This position may be eligible for a discretionary bonus based on company and individual performance.
