Federal Deposit Insurance Corporation Senior Management Analyst (Oversight Manager), CG-343-14 in Washington, District Of Columbia

Summary This position is located in the Chief Information Officer Organization (CIOO), CIO Acquisition Strategy and Innovation Branch (CASIB) of the Federal Deposit Insurance Corporation and provides support in the areas by establishing and maintaining efficient and effective sourcing business processes to support the delivery of IT services to the Corporation. Responsibilities Performs oversight management duties for the Division's multi-year/multi-million dollar contracts. Serves as a focal point in DIT vendor relationship management across multiple DIT vendors. Serves as an Oversight Manager supporting Contracting Officers as required in the management and administration of IT contracts including: award term and award fee, board management, cost and price analyses, funding analyses, FDIC board case preparation, Earned Value Management administration, etc. Performing contract management and financial procedures for acquisition of IT goods or services; understanding relationship and financial impact of invoicing and accrual actions on contract burn rates, periods of performance, funding and multi-year contract ceiling limitations. Provides procurement guidance for IT activities. Coordinates with project managers, oversight managers, technical monitors, and contracting officers, as necessary, in developing SOWs, SOOs, IGCEs, and other documents required for processing purchase requests for contracts and contract modifications. Determines the most expeditious method to proceed with procurement initiatives. Identifies contract administration/operational problems and issues; analyzes potential consequences and effects; develops and recommends proposed solutions. Background Investigation (BI) required. Qualifications Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the CG-13 grade level or above in the Federal service. Specialized experience is defined as experience (1) utilizing financial procedures to perform contract oversight; and; (2) developing and managing IT contracts, acquisition policies, sourcing strategies, and vendor relationships. Applicants must have met the qualification requirements (including selective placement factors – if any) for this position within 30 calendar days of the closing date of this announcement.
