Government Publishing Office Supervisory Human Resources Specialist (Transactions) in Washington, District Of Columbia

Responsibilities Monitors work production and workload of team to ensure regulatory and procedural requirements comply with applicable laws, policies, and regulations. Assists team in the day-to-day use of a variety of automated data processing equipment, related to processing personnel actions. Provides weekly updates pertaining to the status of team assignments/workload to managers. Provide a full range of transaction duties for GPO transactional programs; Ensures Personnel Actions are processed timely in compliance with the GPO/OPM guidelines. Plans and conducts performance audits of various types to determine the effectiveness, efficiency, and suitability of services provided. Train and guide staff on recruitment efforts. Requirements Conditions of Employment Qualifications To qualify for the Supervisory Human Resources Specialist (Transactions), PG -0201-14, you must meet the following requirements: The applicant must meet the Selective Placement Factors, Quality Ranking Factor, and Minimum Qualifications: Selective Placement Factor: Skills, Knowledge, Ability or other work characteristics basic to and essential for satisfactory performance of the job. Selective Placement Factors are a prerequisite to appointment or placement and represent minimum requirements for a position. The Selective Placement Factor #1 for this position is: Experience auditing various HR program areas, providing guidance to HR staff on complex HR issues, and reviewing/correcting various personnel actions. Experience (1) utilizing a variety of systems to pull information for review and analysis of HR programs; (2) Utilizing analytical methods and techniques to identify and resolve complex HR issues and problems; (3) Providing verbal/written guidance and instruction to HR staff on various HR program areas; (4) Reviewing data reports to assist in determining goals and recommendations to improve the technical function of HR staff. The Selective Placement Factor #2 for this position is: Experience (1) Serving as a technical expert of federal human resources automated systems (examples include USA Staffing, eOPF, empowHR, NFC, etc.) and instructing Human Resources Staff on these systems. (2) Composing quantitative and narrative reports from audit findings; (3) Identifying technical discrepancies in all HR program areas to identify the need for training, interventions and strategies that improve the accuracy with processing and coding personnel actions, performance, and ability to meet HR business requirements. (4) Ensures corrections of erroneous personnel actions are completed by providing regulatory guidance to HR staff. Minimum qualifications at the PG-14:To minimally qualify for the PG-14 level, you must have one year of specialized experience at the PG-13 (or equivalent) level or higher. Examples of qualifying experience for the PG-14 level include, (1) Interpret and apply human resources staffing and recruitment principles, practices, laws, and regulations; (2) Utilize a variety of automated and data processing equipment related to processing personnel actions such as Empower, GRB, Eopf and USA Staffing (or equivalent) to ensure personnel actions are coded, signed and dated by the authorized official and processed in a timely manner. (3)Accurately processing Personnel Action Requests; and (4) Provide authoritative advice and guidance to managers and employees regarding compensation, records management, and the effective processing of personnel actions; (5) Train and guide staff on recruitment efforts. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. GPO Remote Work Policy: GPO offers a flexible work arrangement in which an employee can work most or all of the time from a different geographic area. Remote workers will be expected to be able to perform job duties on the date of their entrance on duty and/or the date of the telework agreement. Final pay will be determined upon selection with regard to locality pay and location of selectee. Remote work may be offered to individuals who are selected that work outside of the Washington, DC, Maryland and Virginia area. Background Investigation: For a Public Trust: To ensure the accomplishment of its mission, the GPO requires every employee to be reliable and trustworthy; this position requires a Moderate Risk Public Trust background investigation. To meet those standards, all selected applicants must undergo and successfully complete a background for a Moderate Risk Public Trust. This review could include financial issues such as delinquency in the payment of debts, child support and/or tax obligations, as well as criminal offenses and illegal use or possession of drugs; this process may take 6 weeks or longer. The Agency may rescind the tentative offer, if the candidate is unable to pass the background investigation.
