Office of Personnel Management Supervisory Legal Administrative Specialist in Washington, District Of Columbia

Summary As a Supervisory Legal Administrative Specialist at the GS-0901-15, you will be part of Retirement Services, Office of Personnel Management. The incumbent will serve as the Group Chief of the Retirement Services (RS) Retirement Policy Group. The Group Chief will oversee the program direction, defining goals, objectives and strategic planning. Responsibilities Drafting proposed rules, regulations, and notices regarding retirement benefits through publication in the federal register. Drafting retirement legislation proposals and supporting documentation for submission to the Office of Management and Budget (OMB). Representing OPM at the second appellate level for formal administrative hearings before the Merit System Board (MSPB) to support and defend adjudicative decisions on non-disability retirement cases. Preparing and analyzing pending or newly enactive retirement legislation to determine their effects on employee retirement programs and the administrative of those programs. Preparing recommendations and proposing policy actions or legislative initiatives on retirement benefits. Requirements Conditions of Employment Must be a U.S. Citizen or National Males born after 12-31-59 must be registered for Selective Service Suitable for Federal employment, determined by a background investigation May be required to successfully complete a probationary period Complete the initial online assessment and USAHire Assessment, if required This position is not eligible for inclusion in a bargaining unit Qualifications For the GS 15: You must have one full year (52 weeks) of specialized experience comparable in scope and responsibility to the GS-14 level in the Federal service (obtained in either the public or private sectors) performing ALL of the following duties: 1. Overseeing development of legislative proposals, government-wide regulations, and policies for the effective implementation of Federal Benefits. 2. Defending technical and legal position retirement cases. 3. Developing guidance for internal and external stakeholders. 4. Serving as a subject matter expert on Federal Retirement Policy Merit promotion applicants must meet the time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS15 level. You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
