Department Of Energy Supervisory Loan Specialist (Commercial) in Washington, District Of Columbia

Summary This position is part of the Loan Programs Office, Department of Energy. As a Supervisory Loan Specialist (Commercial), you will be planning, organizing, and directing the day-to-day work of the Operations and Controls (OC) branch in the Portfolio Management Division. Responsibilities As a Supervisory Loan Specialist (Commercial), you will: Plans, assigns, and evaluates work of subordinates. Provides advice, counsel or instruction to employees. Identifies developmental and training needs. Finds and implements ways to eliminate or reduce significant bottlenecks and barriers to production, promotes team building and improves office practices. Manages review, compliance, and workflow processes and scheduling for a multi-billion dollar portfolio comprised of federal loans and loan guarantees invested in advanced energy and vehicle technology projects. Manages the complex oversight process, which includes the preparation of monthly, quarterly, and annual compliance reports presenting findings and recommendations. Provides guidance on issues related to portfolio reviews, compliance, and project risks identified through oversight and inspection activities. Conducts internal evaluations of the adequacy of portfolio reviews and project compliance assessments and oversees the resolution of noncompliance findings. Organizes and facilitates training sessions focused on processes, policies, and procedures. This includes identifying training needs, developing educational materials, and coordinating with subject matter experts to ensure comprehensive training content. Requirements Conditions of Employment Qualifications SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-14) in the Federal service. Specialized experience for this position is defined as meeting ALL of the following: Establishing and maintaining policies and procedures for loan portfolio monitoring, management, and compliance and evaluating the adherence of portfolio transactions to these policies and procedures. AND Providing portfolio oversight through the application and implementation of internal assessment and corrective action processes and procedures and the preparation of associated monthly, quarterly, and annual reporting. AND Ensuring and monitoring borrower compliance with Davis-Bacon Act (DBA), DBA Related Acts, Cargo Preference, and other federal regulatory, permit, and license requirements. AND Tracking, coordinating, and managing responses to external audit requests and inquiries. AND Leading enterprise risk management activities related to Office of Management and Budget (OMB) Circular A-123, including maintenance of the organization's risk register, identification of top risks, and testing of controls. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education This Series 1165 has an Individual Occupational Requirements which is as follows: Undergraduate and Graduate Education: Major study -- finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology. OR Experience that demonstrated competence in agricultural, commercial, realty, or other types of loans. Experience may have been gained in such work as reviewing and passing upon applications for agricultural, commercial, bank or mortgage loans; servicing a loan portfolio of a bank or other loan association; performing financial analysis of commercial concerns for investment purposes; appraising real estate to determine property valuation; or similar work.
