DHS Headquarters Supervisory Management and Program Analyst in Washington, District Of Columbia

Summary This position is located in the Department of Homeland Security (DHS), Science and Technology Directorate. The primary purpose of this position is to conduct reviews of agency research, development, testing, and evaluation (RDT&E) programs to identify changes to improve management practices and systems, and to determine changes needed to reflect findings of outside reviews, provisions of new legislation and of new executive orders, and new mission and program priorities. Responsibilities As a Supervisory Management and Program Analyst, GS-0343-15, your typical work assignments may include: Executes administrative, supervisory, and personnel management responsibilities over assigned personnel, and exercises technical control over the work performed by contractor personnel within the Branch. Initiates requests for filling vacancies or hiring additional personnel and selects or participates in the selection of new employees. Develops five-year planning guidance based on analyses of policies, directions and initiatives of the Under Secretary, legislation, reports of Congressional committees, and new and changes mission and program priorities for the Divisions. Plans. leads, and conducts program reviews and comprehensive studies of program and financial management issues. Directs, leads, and conducts analyses of proposed and current legislation related to agency RDT &E programs and activities to assess impacts on planned and current projects. Provides advice on management, human capital resources, contracting, and information and reporting system requirements, and recommends changes in policies and operational practices to improve program management. Exercises Contracting Officer Technical Representative responsibilities for studies, project activities, services and specialized software and equipment provided under contract. Requirements Conditions of Employment Qualifications Specialized Experience: You qualify for the GS-15 grade level if you possess one year of specialized experience, equivalent to the GS-14 grade level in the Federal government, performing duties such as: 1) Ensuring research, development, testing, and evaluation (RDT&E) programs are consistent with statutory, policy, and regulatory requirements; 2) Utilizing qualitative and quantitative analytical methods and techniques to evaluate program data and develop recommendations for improvement; 3) Developing long term strategic plans to ensure sufficient resources (monetary and personnel) are available to meet RDT&E program requirements; 4) Analyzing current and proposed legislation to determine the impact on planned and current RDT&E projects. Substitution of education in lieu of specialized experience may not be used for this grade level. All qualifications and eligibility requirements must be met by the closing date of the announcement. Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.
