Summary This position is located within the Bureau for Conflict Prevention and Stabilization, Office of Transition Initiatives (CPS/OTI), at the U.S. Agency for International Development (USAID). CPS seeks to create stable and peaceful societies. CPS is USAID's technical and analytical lead on peacebuilding, conflict and violence prevention and implementation of political transition and stabilization programs in high priority countries and informs related U.S. Government policy. Responsibilities Providing expert program and policy advice and guidance for senior leaders inside and outside the government on the approach, content and duration of worldwide rapid response, contingency programs. Overseeing operational contingency programs worldwide that involve complex, field-driven, rapid-response activities with frequent changes in priorities, and realigning human resources and financial programmatic and management structures accordingly. Serving as an expert in conceptualizing and coordinating innovative, rapidly changing programs designed to identify cutting-edge approaches to transitional situations. Providing guidance and policy advisement to high-ranking U.S. Government officials on the analysis of key issues/constraints to policy development and meeting policy goals. Exemplifying strong leadership and support for Diversity, Equity, Inclusion, and Accessibility (DEIA) goals and objectives. Conducting organizational planning studies designed to improve management systems and solve problems that involve mission-critical policies, workload, resources, procedures, and methods. Requirements Conditions of Employment Qualifications Specialized Experience: GS-15: You MUST have one year of specialized experience that is equivalent in difficulty and responsibility to the GS-14 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position include: Leading teams in the conceptualization, design, management, analysis and evaluation of rapid response, contingency programs relevant to political transition and/or post-conflict programs for an international assistance organization; Advising and negotiating with stakeholders (USAID, other federal agencies, congress, other governments, NGOs, private sector) supporting political transition or humanitarian relief programs; Providing technical leadership and management supervision to support rapid response activities for an international assistance organization; AND Conducting organizational plans to improve management systems and solving mission-critical issues around policies, workload, resources, procedures, and methods. NOTE: Experience must be demonstrated on your resume. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, relevant to the duties of the position to be filled, including volunteer experience. CTAP/ICTAP candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible employee who possesses the knowledge, skills, and abilities which clearly exceed the minimum requirements of the position. A well-qualified employee must meet the qualification and eligibility requirements of the position, including any medical qualifications, suitability, and minimum education and experience requirements, meet all selective factors (where applicable); meet quality ranking factors and are assigned to the Silver Category or higher Category; be physically qualified with reasonable accommodation to perform the essential duties of the position; meet any special qualifying U.S. OPM-approved conditions; AND be able to satisfactorily perform the duties of the position upon entry without additional training.
