U.S. Coast Guard Training Specialist, GS-1712-12 in Yorktown, Virginia

Summary This position is located the Department of Homeland Security, U. S. Coast Guard, Training Center Yorktown, Training Division, Performance System Branch, in Yorktown, VA. Responsibilities This position will serve as a Training Specialist for Training Division professional services and will be responsible for planning, developing, and implementing training staff professional development as well as quality assurance for training assessment and evaluation requirements. This position will also be responsible for reviewing, analyzing, and evaluating Coast Guard resident training and distance learning material with regard to Coast Guard Policy and Mission training and will provide expert advice regarding the most efficient means of resident training and distance learning development and delivery. Being a Coast Guard civilian makes you a valuable member of the CG team. Typical work assignees include: Developing total course content to defined course objectives for courses in a broad area, a subject-matter field, or a cluster of courses. Developing and delivering training materials for professional development of training staff. Negotiating and directing the preparation of cooperative agreements and memorandum of understanding between USCG and outside sources in the development of training programs and materials. Reviewing training assessments items and training evaluation data for quality assurance. Evaluating course assessment design procedures and developing tests and curriculum for instructors. Requirements Conditions of Employment U.S. Citizenship is required. Males born after 12/31/1959 must be registered for Selective Service. This position requires a National Agency Check with Inquiries (NACI). All qualification requirements must be met by the closing date of the announcement. This includes Time-In-Grade requirements for current status employees applying through merit promotion procedures. Status applicants applying for a promotion must have 52 weeks of service at the next lower grade. Qualifications Education Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled. or Specialized Experience: Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). Supervising or administering a training program. Development or review of training/course materials, aids, devices, etc., and evaluation of training results. -AND- Applicant must have one year of specialized experience equivalent to the GS-11 grade level (in the federal service). Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include: Planning, develop, and implements training policy and procedures; curriculum committee, academic department head, or higher level instructor; conducts studies that evaluate and predict program achievements and student. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
