National Park Service Utility Systems Repairer Operator Leader in Yosemite National Park, California

Summary This position is located in Yosemite National Park, in the Division of Facilities Management, Wawona Utilities. PCS Travel, transportation, and relocation expenses will not be paid. All travel, transportation, and relocation expenses associated with reporting for duty in this position will be the sole responsibility of the selected employee. A recruitment or relocation incentive may be authorized. Responsibilities The Utility System Repairer-Operator (USRO) Leader is responsible for leading and directing USROs and other support staff in the maintenance and operation of water and wastewater treatment systems. Incumbent is responsible for maintenance and repair of chlorination systems, pumps, floats, water line and sewer line repairs, meter adjustments, valve replacements, sludge beds, electrical repairs, and testing equipment. Troubleshoots and repairs new and existing piping systems, pressure flowmeters, sonic meters, and turbidity meters. Incumbent will lead and set work schedules for up to several lower graded employee's, insuring work is completed on time to park and utilities department specifications. Incumbent will recommend to supervisor the hiring, assigning, seasonal release, disciplining and rewarding of staff. Incumbent participates in Park risk management programs, including safety meetings, job hazard analysis, and environmental protecting efforts. Area Information: Yosemite National Park, California, known worldwide for its spectacular natural beauty is the backdrop for this position. Sitting astride the Sierra Nevada Mountains, the park covers 1,182 square miles of varied wilderness ecosystems, from river valleys to alpine meadows to lofty 13,000 foot high peaks. Yosemite Valley is located 208 miles from San Francisco, 81 miles from Merced, and 94 miles from Fresno. Shopping, medical, postal and laundry services are available in the park. Elevation at the Valley floor is approximately 4,000 feet and 2,200 feet in El Portal. The park is open year-round with the majority of activities occurring during the busy season March through October. Appointment subject to background investigation and favorable adjudication. Meet Selective Service Registration Act requirement for males. Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program. You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you. You may be required to complete training and operate a four-wheel drive vehicle. You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided. You may be required to work on-call, evenings, weekends, holidays, overtime and shift work. If you are a new employee in the Federal government, you will be required to complete a one-year probationary period. Water Treatment Operator Certificate: You must possess and maintain a valid CA State Water Resources Control Board (SWRCB) Grade 2 Water Treatment Operator Certificate within 6 months of starting this position. Water Distribution Operator Certificate: You must possess and maintain a valid CA State Water Resources Control Board (SWRCB) Grade 1 Water Distribution Certificate within 6 months of starting this position. Wastewater Operator License: You must possess and maintain a valid CA State Water Resources Control Board (SWRCB) Grade 2 Water Distribution License within 6 months of starting this position. California Backflow Prevention Assembly Tester within 6 months of starting the position. You may be required to travel overnight away from home. You must obtain a government charge card for travel purposes. Government Charge Card: You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority. Government housing is NOT available. Qualifications To qualify for this position, you must have sufficient knowledge and ability in the following job-related factors: Ability to do the work of a Utility Systems Repair-Operator Leader WL-10 without more than normal supervision (Screen out): Work and training history demonstrates basic level operations, maintenance, and repairs on water and wastewater systems. Perform basic level plumbing repairs on industrial plumbing systems to include valve replacement, pipe repairs, valve installations, meter installations, and emergency field repairs. Knowledge and experience with Supervisory Control and Data Acquisition (SCADA) systems and a basic understanding their operation and function. Experience must have been performed independently with minimal oversight by a supervisor or with minimal technical support. Ability to Lead (Screen out): Work history demonstrates ability to lead by doing the following: Passing on to other workers the instructions received from supervisors. Assigning tasks to be performed by individual members of the group. Working along with other workers and setting the pace. Demonstrating proper work methods. Seeing to it that needed plans, blueprints, materials, and tools are available, and that needed stock is obtained from supply locations; Obtaining needed information or decisions from supervisors on problems that come up during the work. Maintaining a current knowledge and answering questions of other workers on procedures, policies, written instructions, and other directives (for example, technical orders). Seeing to it that there is enough work to keep everyone in the work crew busy. Checking work while in progress and when finished to see whether the supervisor's instructions on work sequence, procedures, methods, and deadlines have been met. Urging or advising other workers to follow instructions received from supervisors, and to meet deadlines. Assuring that safety and housekeeping rules are followed (for example, assuring that limits of safe machine operation are not exceeded and that all tools are used properly). Physical Demands: Regularly lifts, carries, and handles items weighing up to 50 pounds. Uses mechanical equipment to handle heavy items (over 50 pounds). Works in uncomfortable positions for extended periods. There is frequent standing, walking, bending, climbing, reaching and stooping. Extreme effort is occasionally required in the operation of large hand tools. Working Conditions: The incumbent services numerous widely separated treatment facilities and/or utility systems. May be exposed to the possibility of burns, scrapes and infection. May be exposed to hazardous chemicals. The incumbent may be required to work in adverse weather conditions in temperatures from zero to 120 degrees F. at elevations from 1,500 to 9,000 feet. Telework: The National Park Service has determined that the duties of this position are suitable for telework only during an emergency or natural disaster. Documentation for the Land Management Workforce Flexibility Act (LMWFA) eligibility, submission of ALL SF-50s and performance information for each period of temporary/term employment that qualifies for LMWFA. Performance documentation can be obtained by contacting the supervisors for the positions you served in during your 24 months. If they did not complete performance appraisals, ask them to provide a statement of performance for each period of service. The statement must specify the dates for each employment period and your level of performance (dates should match the dates on the SF-50s).
